The first core of Al-Khwarizmi College of Engineering (formerly known as the Second College of Engineering) was established in the College of Engineering/University of Baghdad, consisting of three engineering scientific departments (Information Engineering, Biomedical Engineering, and Mechatronics) in 1997. Successful students from the second year of the College of Engineering who wished to study in the above three engineering scientific departments were admitted based on inputs that were somewhat compatible with the continued study of students to obtain a modern engineering specialization. The engineering scientific departments separated from the College of Engineering/University of Baghdad, and the first seed emerged, becoming a specialized engineering college on the fringes of engineering sciences, comprising five engineering scientific departments (Information Engineering, Biomedical Engineering, Mechatronics Engineering, Industrial Operations Engineering, and Biochemical Engineering), called the Second College of Engineering on 13/6/2002. It received the first batch of students for the academic year 2002/2003 after the academic and scientific requirements and buildings were prepared in cooperation with the College of Engineering/University of Baghdad and direct support from the Presidency of the University of Baghdad from 2002 to 2007. The college accepted successful students from the second stage in the colleges of engineering/universities of the Republic of Iraq and other countries of the world according to the mechanism recommended by the college council and approved by the University of Baghdad, as indicated below:

  • • 30% of the grade is determined by the total score of the ministry's preparatory exam for the student without honors
  • • 30% of the grade is determined by the average of the first two years of university studies that the student studied in his/her college.
  • • 10% of the grade is determined for the student who has no years of failure in the college and the interview
  • In the academic year 2002/2003, the first certificate was awarded for primary studies from the college in the engineering scientific departments (Information, Biomedical, and Mechatronics)
  • In 2004/2005, the first certificate was awarded for primary studies in the departments of Manufacturing Operations and biochemical engineering

From the year 2003 until 2005, a study was conducted on the scientific curricula to be taught in the future to make college studies four academic years for all scientific departments except for the biomedical engineering department, which would be five academic years. The study included discussions on curricula and the naming of scientific departments. It was conducted in the councils of the scientific departments, the college, and the University of Baghdad, as well as in all universities in Iraq through the sectoral committee for engineering specializations. Some universities in advanced countries were also consulted, such as Harvard, Boston, Columbia, and West Point in the United States, as well as some universities in the United Kingdom, such as the University of Birmingham and the University of Warwick. In addition, the study utilized the information network (Internet) in the field of modern engineering specializations. The scientific curricula and department names were approved in the year 2005, as shown below:

  • Information and Communications Engineering Department
  • Biochemical Engineering Department
  • Automated Manufacturing Engineering Department
  • Mechatronics Engineering Department
