In order to develop the ability of teaching staff in the fields of scientific research and the English language who have completed their doctoral studies in Iraqi universities, especially since a large percentage of Iraqi teaching staff have not had the opportunity to view the scientific development in international scientific institutions for a long time, and in order to meet the current and expected need of higher education and scientific research institutions, and in view of the current financial circumstances, the approval of His Excellency the Honorable Minister was obtained to adopt the regulations of post-doctoral study attached (attached) and at the private expense and with the salary and allowances received by the teaching staff.
